This enterprise is the Council of Federation, which is the upper house of the Federal Assembly (parliament) of Russia. According to the Russian Constitution, it includes two representatives from each subject of the RF - one from the representative and one from the executive bodies of state power. The Council of Federation can hold closed sessions if a proposal for this is made by the President of the Russian Federation, the Prime Minister of Russia, or the chairperson of the session. There is also an agreement on information exchange between the Secretariat of the Council of Republic of the National Assembly of Belarus and the Apparatus of the Council of Federation of the Federal Assembly of the Russian Federation. The Council of Federation was formed from representatives of the organs of power of the Republic of Belarus with the assistance of the Russian Federation government.
