The committee is responsible for managing architecture, construction and territorial planning within the Vitsebsk Oblast Executive Committee. The position and membership of its chairman, Yevgeny M. Kovalyov, and deputy chairman, Sergey V. Iod, are mentioned in various sources. The committee's regulations were also approved by the Minsk Regional Executive Committee on August 24, 1998.
